Exiv2 defines MPReg:PersonLiveCID (ref http://www.exiv2.org/tags-xmp-MPReg.html) as per the table in the Microsoft documentation:

But note that below the table, the example uses "PersonLiveIdCID", not "PersonLiveCID".

I have only seen examples of "PersonLiveIdCID" in the wild, and as such, ExifTool uses this definition (see http://130.15.24.88/exiftool/forum/index.php?topic=4274.msg20368#msg20368).

Have you seen "PersonLiveCID" ever written by any Microsoft software? If not, I suggest standardizing on the tag actually written by the Microsoft software, "PersonLiveIdCID".
