Description

The current:
bindtextdomain(EXV_PACKAGE, EXV_LOCALEDIR);
is too naive, since in windows one knows the files location only
during installation.

One solution would be to check the environment
variable EXIV2_LOCALEDIR. Another possible solution is to add an
Exiv2::setLocale() function and let the main program worry about it.
